Howard joined LOGIX in March 2003 and has served as Vice President of External and Regulatory Affairs since that time. His responsibilities currently include litigating both formal and informal disputes with incumbent local exchange carriers; witnessing on operational, policy and economic issues; regulatory compliance; legislative and regulatory communications; and participating as Logix's primary contact in all industry forums, including both ILEC user forums and change management forums. Howard also provides general legal review over contracts and customer communications.Howard began his career by spending two years in a private legal practice before joining the Texas Public Utility Commission’s Office of Policy Development as a senior attorney in November of 1995. By 1998, Howard had been promoted to a Director position in that office. His varied responsibilities at the Texas PUC included advising the Texas Commissioners on telecommunications and electric industry issues from legal, policy, and economic perspectives. At that time, Howard also was given management and lead arbitrator responsibility over the Texas PUC's arbitrations pursuant to the Federal Telecommunications Act. Howard's primary focus is to represent Logix's interests in all external environments whether legal, regularity or operation in nature. Howard holds both a law degree and a B.A. in Economics from the University of Houston. |
