Holly K. Hemphill is a partner in law firm McDermott Will & Emery LLP based in the Washington, D.C. office. She is a member of the Firm’s Tax Department, where she focuses her practice on tax planning, compliance and controversy work for corporate clients. She has a special interest in federal and state taxation of insurance companies and insurance products. She speaks and writes on tax issues in captive insurance arrangements, including state premium taxes, surplus lines and direct procurement taxes.
Holly also regularly advises clients on compliance with the Treasury/IRS tax shelter disclosure rules and related regulatory and legislative developments. Other areas of her practice include advising on international transfer pricing policies and documentation and on audit, appeals and litigation matters.
Prior to joining McDermott, Holly was a principal with a Washington, D.C. law firm. Before that, she had a varied government career with positions in the Pentagon, the Organization for Economic Cooperation and Development in Paris, France and the Federal Labor Relations Authority. She chaired the U.S. Department of Defense Advisory Committee on Women in the Services and received the Medal for Outstanding Public Service awarded by the Secretary of Defense. She is currently Vice Chair of the City of Alexandria, Virginia’s Budget and Fiscal Affairs Advisory Committee.
Holly is admitted to practice in California, Virginia and the District of Columbia.
