Team Mr. Menn has over 20 years of experience in federal and state government law and political and legislative affairs. He has served as the senior government relations advisor for numerous healthcare trade associations and corporations, with a particular focus in the areas of pharmaceuticals, retail pharmacy and health insurance. Mr. Menn also has extensive government service experience having been appointed by President William J. Clinton to serve as Special Assistant for Legislative Affairs at the Food & Drug Administration and as the Chief of Staff to United States Senator Bob Graham.
Before joining Brown Rudnick, Mr. Menn was the Executive Director of Government Affairs and Public Policy for Boehringer Ingelheim Pharmaceuticals, Inc., the world's largest privately-owned pharmaceutical company. In this role, he was responsible for developing government relations strategies, managing the state lobbying team, and advancing the company policy positions before the United States Congress, federal agencies and trade associations. While executive director, Mr. Menn received the 2006 President Award for the successful launch of an innovative state legislative initiative encouraging Medicaid agencies to implement chronic lung disease management programs.
From 2001 - 2004, Mr. Menn served as the Chief of Staff to United States Senator Bob Graham. Mr. Menn was the Senator's principal advisor on political, legislative and legal matters. He was also a senior advisor for the Bob Graham for President Campaign in 2003, and served on the legislative staff for the Senator in 1987, as well as on his gubernatorial staff in 1985 when Bob Graham was Governor of Florida.
Representative Experience
During his distinguished career, Mr. Menn has held a number of top advisory positions in the public and private sectors serving as:
o Minority Staff Director and Chief Counsel, U.S. Senate Committee on Veterans' Affairs;
o Vice President of Government Affairs, Generic Pharmaceutical Industry Association, where he worked closely with generic pharmaceutical chief executives in the formation of association public policy and lobbying strategies, and was responsible for direct advocacy initiatives with Congressional Members and staff;
o Manager of Government Affairs, National Association of Chain Drug Stores, where he was responsible for all government affairs activities in 13 western states including coalition development and grassroots lobbying;
o FDA Special Assistant for Legislative Affairs, United States Food and Drug Administration, where he represented the FDA before the United States Congress and at the White House during the 1994 health care reform initiative;
o Researcher, Clinton/Gore Presidential Transition Team;
o State Finance Director, Democratic National Committee during the 1992 Clinton/Gore presidential campaign;
o Assistant Counsel, Health Insurance Association of America, where he provided state law compliance and directed legislative and political activity in Florida and five other southern states. Mr. Menn spearheaded the successful lobbying strategy leading to the passage of the 1992 Florida Employee Health Care Access Act signed by Florida Governor Chiles;
o Senate campaign fundraiser for Bob Graham's first election to the United States Senate in 1986.
