As Corporate Vice President and Chief Technology Officer of Noblis, Dr. Miller is responsible for advancing the Noblis science and technology base to meet the future needs of clients and corporate initiatives. Noblis is a nonprofit science, technology and strategy organization working at all levels of government, in private industry and with other nonprofits in areas that are essential to our nation’s well-being: national and homeland security; public safety; transportation; health care; criminal justice; energy and the environment; and oceans, atmosphere and space.
Dr. Miller is responsible for the Noblis Research program, including the transfer of developed technology. Current areas of significant Noblis research include design and engineering of information extraction and modeling, network-based systems analysis and design, Internet Protocol (IP) networks, wireless communications, application of game technology to large systems engineering problems, knowledge management, information and network security, and biometrics.
Previously, Dr. Miller served as Vice President of the Center for Telecommunications and Advanced Technology where he had management and technical responsibility for the telecommunications, information systems, and intelligent transportation engineering support to various federal, state, and local clients.
Dr. Miller has led numerous systems engineering activities in support of government sponsors including three large Presidential Priority Systems: the General Services Administration’s FTS2000, the Internal Revenue Service’s Tax Systems Modernization, and the Federal Aviation Administration’s National Airspace System.
He has served in numerous client advisory positions, including participation as a voting member of the FTS2000 source selection, the government’s “Greybeard” Panel that reviewed the Defense Information System Network Program, and facilitator of the joint Department of Defense/ General Services Administration committee examining a consolidation of respective networks. He has appeared before the General Accounting Office, the Office of Management and Budget, Congressional staff, and the General Services Board of Contracts Appeal.
Dr. Miller was with The MITRE Corporation from 1973 to 1996. He also worked for the Systems Research and Development Service of the Federal Aviation Administration.
Dr. Miller serves as a member of the Advisory Board of the Department of Electrical and Computer Engineering at George Washington University, the Advisory Board of the Systems Engineering & Operations Research Department at George Mason University, and the Professional Science Master’s Degree Program Advisory Council at American University. He previously served as a member of the Board of Directors for Stroke Comeback, a nonprofit organization applying information technology to assist recovering stroke patients. Dr. Miller is also a member of the IT Professional magazine Editorial Advisory Board.
Dr. Miller received his Bachelor of Science in Electrical Engineering from the University of Maryland, a Master of Science in Computer Science from Johns Hopkins University, and a Doctor of Philosophy in Engineering and Public Policy from Carnegie-Mellon University. He is a member of Eta Kappa Nu, the National Honor Society for Electrical Engineers. He is the recipient of numerous awards, including the Vice President’s Hammer Award for contributions to improving government through more cost-effective telecommunications. Dr. Miller was listed in the 1990 and 1991 editions of Who’s Who Among Rising Young Americans. He has been an invited speaker on numerous occasions. |
