Gayne Barlow-Kemper is the Director of the Southeast Baltimore Early Head Start for the Kennedy Krieger Institute.
Biographical Sketch:
Ms. Barlow-Kemper received a Bachelors Degree from the University of California, Santa Cruz and a Masters Degree in Human Services Administration from Springfield College. Ms Barlow-Kemper has worked extensively with pregnant and parenting teens in East Baltimore. Her background as a certified childbirth educator, and lactation community educator has been instrumental in her ability to offer services to the Early Head Start Community. Ms Barlow-Kemper has researched the Teen Provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) to better assess its effects on the young parents of East Baltimore. |
