She has an extensive background in the electricity industry in Ontario, including both wholesale and retail markets for both electricity and natural gas. Ms. Cook is viewed as an industry expert in the evaluation of demand-side management programs. Her assignments with Summit Blue include participating in the market assessment of New Jersey's renewable energy programs and a series of benchmarking studies for clients such as Nova Scotia Power, New Jersey Office of Clean Energy, Jacksonville Electric Association, Xcel Energy, Kansas City Power & Light, and Duke Energy Indiana. She managed the audit of Union Gas's 2005 DSM Evaluation Report and is managing the audit of the 2006 DSM Evaluation Report. Gay also provided regulatory support to Enbridge Gas Distribution for the generic natural gas DSM hearing and was involved in other key Ontario projects such as a review of Social Marketing for the Ontario Power Authority and a quick hit evaluation of California's 20/20 demand response programs. Ms Cook started her career in the energy industry with Ontario Hydro in the 1980's, including leading the evaluation of Ontario Hydro's energy efficiency and load shifting programs. She prepared detailed evaluation plans for industrial and commercial programs, including high-efficiency motors, efficient lighting, audits, accelerated paybacks, and internal efficiency measures. Ms Cook also led multi-disciplinary teams (system planning, economics & forecasting, marketing & sales, load research & analysis) to evaluate and report on the impact and cost-effectiveness of several comprehensive energy efficiency programs for large industrial and commercial customers, including lighting, load shifting, high-efficiency motors, audits, and customized solutions for large industrial customers. She led the annual net impact assessment of programs, coordinating the input from marketing and economics and forecast stakeholders to mutually determine free riders, persistence, and permanence of measures. She has also held positions at Ontario Power Generation in competitive intelligence and market analysis for large industrial customer segments - chemicals and resources sector, which included developing strategic plans. Before joining Summit Blue, Ms. Cook held the position of Senior Advisor, Government and Industry Relations for The SPi Group, the dominant electronic business transaction clearinghouse in Ontario's retail electricity market. Ms. Cook received an honors degree in Research Psychology from Carleton University in Ottawa (B.A.) and earned her M. Sc. in Biostatistics from the Faculty of Medicine, University of Toronto. |
