Gary Higgins brings more than 20 years of experience in the federal information technology market to his role as CTO.
Prior to joining Apogen in 2002, Mr. Higgins held corporate management positions at SAIC and The Boeing Company. He joined SAIC in 1999 as Vice President and Group Chief Engineer for Business Systems Integration. He supported the early development and milestone reviews for the Defense Information Management Human Resources System (DIMHRS) in New Orleans.
For ten years, Mr. Higgins held several management positions at the Boeing Company. Most recently, he served as Chief Engineer on the Reserve Components Automation System, RCAS. He was responsible for the redesign of the system to support 10000 National Guard and Army Reserve Units worldwide. Mr. Higgins received a Commendation from the National Guard Bureau for the success of this program.
During his tenure at the Boeing Company, Mr. Higgins was also the manager of Computer Engineering at Marshall Space Flight Center (MSFC). His team developed the Marshall Networking Architecture and Computing Architecture that was used to provide desktop and scientific support to 5000 MSFC employees and contractors. Mr. Higgins’ team received the NASA Center Director’s Group Achievement award for this effort. Additionally, Mr. Higgins developed a mobile learning facility for NASA, project LASER (Learning About Science, Engineering, and Research). Mr. Higgins received the NASA Astronauts Personal Achievement Award, a Silver Snoopy, for this project.
Mr. Higgins began his career in 1984 as a Federal Employee with the Department of the Navy at Stennis Space Center, MS where he designed and developed electronic data acquisition systems for research programs in environmental acoustics. Mr. Higgins managed all classified and unclassified data processing facilities for the Naval Ocean Research and Development Activity.
Mr. Higgins graduated with a Bachelor of Science degree in Computer Science from the University of Southern Mississippi. He is a graduate of The Boeing Companies Executive Potential Program and the National Defense University’s Advanced Management Program. He has also worked on his Masters of Science in Information Management at Syracuse University. |
