Gary Cullen recently established the new Northwest Office for Summit Blue Consulting. Mr. Cullen has over thirty years of experience in the energy efficiency industry. His areas of expertise include demand side management resource assessment; residential and commercial sector customer surveys; demand side management program design; demand side management program evaluation; electricity and natural gas forecasting; and water demand forecasting. Prior to Summit Blue, Mr. Cullen was the Office Director of Itron s Vancouver, WA, location and also served as a Project Manager and Director. His areas of specialization were in conservation program and resource assessment, energy forecasting, and renewable resource analysis. Most recently, he was the Project Manager for the 2007 update of California s Database for Energy Efficient Resources (DEER) and Project Manager for the DSM Potential update for Xcel Energy-Minnesota. He has been Project Manager for the past two DEER updates and well as Project Manager for the California Statewide Energy Efficiency Resource Assessment. In the fall of 2004, he was Project Manager for a process and impact evaluation of BPA s Olympic Peninsula Demand Reduction Pilot, which assessed its effectiveness and made recommendations for improving the program. Mr. Cullen s other past projects include assessments of DSM potential for Xcel Energy and Otter Tail Power; a marketing assessment of the Sacramento Shade Tree Program to determine if the program was still cost effective and how the program should be conducted in the future; and a market and consumer research study of compact fluorescent bulbs and fixtures in the Pacific Northwest. The CFL study included performing telephone interviews with market actors, focus groups with consumers, and a web-based conjoint analysis survey of consumer lighting purchase decision-making. Additionally, Mr. Cullen was the Project Director for the process evaluation of the Ground Source Heat Pump Consortium s program to promote this technology in the Southern California area. Mr. Cullen received a MS in Public Administration from the University of Missouri Columbia and a BS in Political Science from the University of Oregon. |
