Gary is a partner in the health law practice group. He focuses his practice on assisting health care clients with regulatory and strategic planning issues and representing such clients in a wide array of health care litigation matters, including certificate of need contested cases, payment disputes and civil monetary penalty appeals. Gary has provided a broad range of legal services to hospitals, nursing homes, home health agencies, dialysis providers, physician groups, and other health care providers.

Represented health care providers in appeals against the North Carolina Department of Health and Human Services and competing health care providers regarding Certificate of Need awards.
Represented nursing facilities in appeals against the North Carolina and United States Departments of Health and Human Services to challenge certification survey decisions.
Represented hospitals in disputes with insurance companies.
Represented health care providers in appeals against the North Carolina Department of Health and Human Services to challenge Medicaid recoupment decisions.
