Gail L. Margolis, Esq., former deputy director of the California Department of Health Services and one of the nation’s foremost authorities on health care, began her service as vice president, government and public policy at Childrens Hospital Los Angeles on Jan. 19, 2004. She assumed additional responsibilities for managed care contracting and other business functions at the hospital as vice president for government, business and community relations, on June 2, 2006.
She is responsible for community, state and federal relations programming at Childrens Hospital Los Angeles as it addresses the many and varied challenges that contribute to a serious and growing financial vulnerability among the state’s hospitals, particularly children’s hospitals. She works with state leadership to assure Medi-Cal reimbursement and Disproportionate Share (DSH) funding, and with Congressional leadership to assure Graduate Medical Education (GME) funding.
Ms. Margolis was president and CEO of the Scleroderma Research Foundation, a Santa Barbara-based organization dedicated to funding scientific research, prior to her appointment at Childrens Hospital Los Angeles.
In June 2000, Ms. Margolis was appointed by Gov. Gray Davis as deputy director of the California Department of Health Services, responsible for the development, promotion and implementation of health care delivery systems for more than six million beneficiaries of the state’s Medi-Cal Program, with oversight of a $27 billion budget (state and federal funding) and more than 1,500 employees.
Ms. Margolis has been recognized for her contributions to the state with Commendation for Service from both Gov. Davis (2003, 2001) and Gov. Pete Wilson (1992); with Commendation for Service (2003, 2001, 1998) and Certificate of Appreciation (1998) from the California State Assembly; and with Commendation for Service (2001) from the California State Senate.
She also has been recognized for her service to Los Angeles County with Commendation for Service (2003, 2001, 1998) from the County of Los Angeles Board of Supervisors; and for her service to the City of Los Angeles with Commendation for Service (2003, 2001, 1998) from the Los Angeles City Council.
Ms. Margolis founded The Margolis Law Firm in Santa Monica until her appointment with the Department of Health Services. Her law firm focused on corporate, transactional, administrative and regulatory law and litigation, with specialization in health care law. Its clients included hospitals, physician groups, clinics and managed care plans. She served as president (1995-2000) of The Margolis Law Firm until her appointment with the Department of Health Services.
Ms. Margolis spent more than a decade as a senior administrator with Daniel Freeman Hospitals, Inc., including service as corporate vice president and general counsel (1984-95). She was vice president, professional services at Daniel Freeman from 1981-84.
Ms. Margolis also has been associated with the Family Health Program, Long Beach; Methodist Hospitals of Dallas; Cedars-Sinai Medical Center; and at the UCLA Center for the Health Sciences.
She is a member of the California State March of Dimes Board and chairs its State Public Advocacy Committee (2006-present) and has been chair of the March of Dimes Los Angeles Public Advocacy Committee (2005-06).
Ms. Margolis is a member of the American Bar Association, the California State Bar Association and the Los Angeles County Bar Association, where she was a member of the Healthcare Law Section (1985-2000) and president (1995-96), as well as California Women Lawyers, the Women Lawyers Association of Los Angeles and Women in Health Administration.
Ms. Margolis also is an active member of both the local and national chapters of the Healthcare Financial Management Association.
Ms. Margolis is a frequent speaker at state, regional and national meetings.
She is a member of the board of trustees of the University of West Los Angeles School of Law (1999-present), and she has been a member (1990-2000) and president (1995-2000) of the board of directors of the Venice Family Clinic.
Ms. Margolis was chair of the board of directors of the LA Care Health Plan (1994-98) and a member of the board of directors and treasurer (1992-97) of the Los Angeles Regional Food Bank.
Ms. Margolis received a bachelor’s degree from St. Mary’s College in 1978 and an MBA from the University of Dallas in 1979. She earned her JD degree, graduating cum laude from the University of West Los Angeles School of Law and received a diploma in tax law from the University of San Diego School of Law in 1986. |
