As the Deputy Chief Financial Officer at the Office of Personnel Management, Ms. Brown provided leadership and direction for budget forecasting and execution, accounting, financial analysis, asset management, financial and performance reporting, human capital management, acquisition management, strategic and tactical planning, and financial systems development and oversight for the $700 billion dollar programs for the Civil Service Retirement and Disability Fund, Health and Life Insurance programs administered by the agency on behalf of the Federal government.
Ms. Brown developed and implemented a comprehensive training plan for the staff that included financial systems overview of the financial information reporting system, accounting operations, accounting cycle of events, budget execution, review of the U.S. Standard General Ledger (USSGL) posting logic and chart of accounts.
At the National Archives and Records Administration, Ms Brown was Secretary and Chief Executive Officer of the National Archives Trust Fund Board, where she directed the investment strategy and portfolio, user fees and overall policies and procedures on behalf of the Board and the National Archives and Records Administration (NARA). Led the development and successfully implemented the first agency wide system which was implemented in 20 field installations and the Presidential Libraries that have enhanced cash management and improved internal control over the budget forecasting of agency resources. While working at the Department of Transportation (DOT), Ms. Brown led the financial reporting, development of accounting policy, and the modification of accounting and financial systems. Her expertise in accounting and specifically the USSGL chart of accounts, transaction sets for accurate and timely recording and reporting of the financial activity enabled Ms. Brown to oversee the consolidation of the agency Performance and Accountability Report. She worked directly with the Office of Inspector General and performed the first DOT reconciliation of the financial records with the Department of Treasury control accounts. Ms. Brown was the representative to the Issues Resolution Committee of the USSGL Board, responsible for the evaluation and implementation of updates for governmentwide implementation and agency specific requirements.
As Director of Accounting at the International Trade Administration at the Department of Commerce, Ms. Brown executed financial management of both domestic and overseas operations. Working with the U.S. Department of State (DOS), Ms. Brown co-authored the first financial management policy issued to the posts co-located with DOS locations for 126 posts overseas.
