Ethan is a shareholder in the Sacramento office focusing in redevelopment, affordable housing and land use law. Ethan’s redevelopment practice includes assisting redevelopment agencies in structuring transactions with private developers for commercial, residential and mixed-use projects; negotiating and drafting disposition and development agreements and owner participation agreements for commercial, residential and mixed-use projects; advising redevelopment agencies on the adoption and amendment of redevelopment plans; and providing day-to-day advice on redevelopment law issues. Additionally, Ethan has developed substantial experience in prevailing wage laws as they relate to public-private projects, and frequently advises public agencies and private developers on the potential impacts of state prevailing wage laws on proposed transactions.
Ethan’s affordable housing practice includes negotiating and drafting disposition and development agreements, loan agreements and associated regulatory and resale restriction agreements, and rental and for-sale affordable housing projects.
Ethan also represents private developers in a variety of land use matters, and previously served as the City Attorney for the City of Rio Vista. |
