Elizabeth C. (Beth) Phillips is a Senior Program Manager and Policy Analyst with particular expertise in Grants Policy, including policies which govern the administration of grants and efforts to improve the Common Rule which sets forth the government-wide grants management requirements for state, local, and tribal governments. She served in the Office of Federal Finance Management (OFFM), within OMB, where she was co-chair of the Grants Policy and Oversight Team. She joined OMB in 2002 after serving for 16 years at HHS where she was Acting Director of the Office of Grants Management, an agency that awards more than $200 billion annually under nearly 300 grant programs. Ms. Phillips chaired the Department’s Executive Committee on Grants Administration Policy, an executive-level information exchange forum on grants management policies and related initiatives. She served as Director of Business Processes and Policy for the Grants.gov initiative, represented the Department at Federal Demonstration Partnership meetings, and served for two years as Chair of the Inter-Agency Electronic Grants Committee (IAEGC). At HHS, she completed the first Department-wide database of grant award information and worked on developing a new personnel/payroll system. Ms. Phillips also has seven years experience with private sector systems engineering companies and nine years in administration at Bowling Green State University, Ohio. She received her BA in Political Science and her MA in Public Administration/Public Policy from Bowling Green. |
