In addition to his responsibilities at MKEC, Watkins is the Cheif Executive Officer of Sunflower Electric Power Corporation. For more then twenty-seven years, Watkins served as general counsel for Sunflower before being appointed to his current position at Sunflower in 2004.Watkins is a native Kansan and a graduate of the University of Kansas with a BS in Political Science and a Juris Doctorate in 1973.His civilian career began following four-years of service in the United States Air Force Judge Advocate Corps. He was in private practice from the time he left the Air Force untill November 2001 when he became Sunflower's Executive Vice President and General Counsel. His experience involves a wide range of legal services, including union negotiations and elections, electric and gas utility regulation, utility financing, and human resources and personnel administration. |
