Mr. Rasmussen has over 22 years experience in capital planning, systems acquisition, program management, policy analysis, and information technology (IT). He has supported investment analysis, strategy development, Clinger-Cohen Act implementation, and investment/program oversight. He has supported the senior levels of management across the federal government and has developed policy recommendations affecting technology acquisition, management, and workforce development. Mr. Rasmussen is a licensed Professional Engineer and certified Defense Acquisition professional.

Prior to joining Suss Consulting, Mr. Rasmussen was Vice President for Strategic Planning with MorganFranklin Corporation and prior to that the Director of Organizational Transformation with Soza and Company. He was the principal business manager for development of IT Capital Planning and Investment Management (CPIM) practices. He brought together and managed integrated teams that developed business solutions tailored to the client's needs to address the breadth of Clinger-Cohen Act (CCA) and CPIM disciplines. He provided support to Chief Information Officers (CIOs) from policy and portfolio analysis to training and investment management for the USDA, NIH, USACE, Agricultural Research Service (ARS), USDA Universal Telecommunication Network (UTN) project office, EPA, and DOE.

During his tenure at Soza, Mr. Rasmussen provided project management support to NIH $ 35 million per year eRA project which supported NIH's annual $13+ billion allocation of medical research grants. This involved the assessment of project costs, schedule, performance, and risk areas and recommending appropriate project management strategies and development of an eRA business plan. Additionally, he was responsible for integration of BPR initiatives for the USDA $ 1 billion dollar Service Center Modernization initiative. This involved over 21 initiatives affecting county level offices across the three county level agencies and modernization of service center business processes. He was a principal author of USDA's SCI Modernization Plan.

Prior to joining Soza, Mr. Rasmussen was in the Department of the Army where he had multiple assignments in the acquisition and technology areas. While with the Assistant Secretary for Acquisition, Logistics, and he chaired Defense level working groups addressing IT competencies and curriculum restructuring affecting 120,000 acquisition professionals. He as the principal Army interfaces regarding acquisition workforce issues with GAO, OMB, and Congress and supported oral and written testimony to Congress. Prior to ASA(ALT) he was Chief, Software Engineering Division, U.S. Army Information Systems Software Center where he the principal technical advisor leading efforts to modernize software engineering practices and provide improved software project oversight. He was also on the faculty at the U.S. Military Academy he managed $ 3 million computing research efforts and was project manager and technical expert for automation and telecommunications modernization projects at the Academy. Additionally he has had numerous operational telecommunication assignments.
