Doug Hall concentrates his practice on representing employers in both labor and employment matters, with a specific focus on the airline industry and the Railway Labor Act. He works with employers in responding to and litigating issues involving union organizing drives, in collective bargaining and in the mediation and arbitration of grievances. He represents management before federal and state courts and administrative agencies in matters involving rights and obligations arising under federal, state and local labor and employment statutes, including RLA, NLRA, Title VII, ADEA, ADA, ERISA and AIR21. He counsels clients on compliance with such laws and on the labor and employment issues engendered by contemplated corporate transactions, as well as on efforts by employers in bankruptcy to reject their collective bargaining agreements. Doug sits on the Senior Editorial Board of The Railway Labor Act (BNA), the leading treatise on that statute. Prior to joining the firm, Doug was a partner in the DC office of a national law firm where he worked with clients on a wide range of labor and employment litigation issues.
Doug has spoken at and/or moderated various conferences on matters relating to issues arising under the RLA, the FMLA, and other employment laws. Past seminars he has participated in include FMLA Update 2006 (Council for Education in Management), FMLA Update 2005 (Council for Education in Management), Employment Law Update 2005 (Council for Education in Management), and Railway & Airline Labor Law Midwinter Committee Meetings, 2001 and 2004 (ABA Section of Labor & Employment Law).
Doug is a member of the District of Columbia and Ohio bars, and is a member of the American Bar Association. He is admitted to practice before the U.S. Supreme Court; the U.S. Courts of Appeals for the Fourth, Sixth, Seventh, Ninth and District of Columbia Circuits; the U.S. District Court for the District of Columbia; and the U.S. Court of International Trade. During law school, he was awarded Order of the Coif and served on the staff of the Georgetown Law Journal. Doug is also listed in The Best Lawyers in America.
