Don Otey has more than 30 years experience as an engineer, proposal manager, and technical writer, dealing primarily with command, control, and communications systems. He has formal training and 20 years of practical experience in winning proposal efforts.
During the past year, Mr. Otey has served as Proposal Manager and principal author on a variety of efforts, including multi-company proposals. His work has included proposals on DOS WASHMAC, FEMA ITS, GSA Millenia Lite, GSA Smart Card, US Army Balkans, DOS ITSS, and DISA Information Assurance.
Prior to joining Suss Consulting, Mr. Otey spent five years with ARTEL, Inc., as the Vice President, FEMA Programs. He led the proposal that won the Federal Emergency Management Agency (FEMA) support contract and managed the team that delivered the services. He returned as Proposal Manager this year to win the recompete to provide services to FEMA's voice and switched, disaster response and recovery systems, logistics management, and telecommunications systems. While at ARTEL, he also materially assisted with the winning proposal for the DISA JSE omnibus contract.
Mr. Otey spent five years as a project manager with Computer Sciences Corporation, where he headed engineering teams providing communications and data processing integration services. He served as Proposal Manager, Book Boss and principal author on proposals to DoD, NASA, FEMA, FAA and others. His active support to customers included operation, maintenance and modernization of digital switched, radio, satellite, and emergency systems and computer networks.
Before joining Computer Sciences Corporation, Mr. Otey was the Acquisition Manager in charge of GTE's Washington Technology Center. He led 18 engineer/marketers in conceptual and architectural studies and managed all field engineering and marketing activities. He led identification, development, teaming negotiations, and proposal preparation for new business opportunities.
Mr. Otey also worked for the government in the Defense Communications Agency as the Branch Chief for Plans and Programs and spent 20 years with the Air Force in various field and headquarters communications-electronics units.
