Dr. Harper has been in general medical practice for 20 years, with 16 years being devoted to the practice of complementary medicine. He was one of three people that spoke to Senator Hatch and got the DSHEA (Dietary Supplement Health and Education Act) started. This act saved the health food industry from overregulation by the FDA. Dr. Harper was the student body president of his medical school, a voting member of the American Osteopathic Association, president of Physicians for Progressive Medicine, second vice president for the Utah Osteopathic Association, member of the Unproven Medical Procedures Committee for the Utah Medical Association, a member of the licensing board for the state of Utah, chairman for the licensing board for the state of Utah, and a fellow for the Federation of State Medical Boards.
