Ms. Goulet is of Counsel in the firm. She represents entities in both the electric and natural gas industries.Ms. Goulet specializes in Regional Transmission Organization ("RTO") matters, especially those associated with the PJM Interconnection, L.L.C. Ms. Goulet's areas of expertise include:FERC's Market Power and Market Behavior Rules Wholesale Capacity Market Issues, including Reliability Pricing Model Electric Utility and Natural Gas Pipeline Rate Issues State Utility Rate Litigation Natural Gas Industry Policy Issues Standard Market Design Issues Ms. Goulet joined the firm in March 2005. Previously, Ms. Goulet served in the Pennsylvania Office of Consumer Advocate, Office of Attorney General. From 1998 to 2005, she held the title of Senior Assistant Consumer Advocate, in which position she coordinated all pleadings before the Federal Energy Regulatory Commission and the appellate courts. She has been particularly involved in issues pertaining to the creation of Regional Transmission Organizations, especially PJM, serving as voting member on the PJM Members and Reliability Committees.Since attending law school, she served two years as Law Clerk to the Chair of the Public Service Commission of West Virginia, and 23 years representing utility consumers, first as Deputy Consumer Advocate for the Consumer Advocate Division of West Virginia and then as Senior Assistant Consumer Advocate for the Pennsylvania Office of Consumer Advocate.Ms Goulet is a native of Bristol, New Hampshire, and currently resides with her husband and three children in Damascus, Maryland. |
