Debra is an associate in the firm’s Land Use Group. Prior to joining Linowes and Blocher, LLP, Debra was in private practice where she focused on real estate transactions and litigation, as well as municipal and administrative law. She has advised municipalities and their agencies on zoning matters, real property transactions and litigation-related issues. Her clients included The City of Frederick, the Town of Thurmont and the Town of Mt. Airy. Debra is a former Assistant City Attorney for the City of Frederick, Maryland. Debra has presented seminars and conducted training for numerous groups, organizations, police agencies and municipal departments in the areas of police civil liability, condemnation, employment law, and supervisor liability in the workplace.
