David Clarke is a partner on the Administrative Law & Government Relations Team at LeClairRyan. He devotes his practice to government, administrative law, telecommunications, insurance and real estate. Mr. Clarke has extensive experience representing client interests before the Virginia General Assembly, the State Corporation Commission and various executive department agencies. Mr. Clarke represents business clients in matters involving the regulation of and transactions for telecommunications (wireless, local exchange and internet), energy (natural gas and competitive supply), insurance (title, health and retirement annuities), retail sales and advertising companies. His clients benefit from his years of business experience in the commercial banking industry prior to law school. Mr. Clarke was named among the "Legal Elite" by Virginia Business magazine for the past four years, and also recognized as a "Top Lawyer" by Richmond Magazine. He serves on the Board of Directors of a local independent school, and is a past member of the Chairman’s Circle of the Metro Richmond Chamber of Commerce and a past Chairman of the Richmond Business Council. A graduate of the Leadership Metro Richmond program, Mr. Clarke is active in other civic and charitable organizations with a particular interest in conservation and preservation. |
