David L. Richter is President and Chief Operating Officer of Hill International. He has management responsibility for all of Hill's business operations as well as oversight of the company's administration human resources information technology marketing and legal departments. Mr. Richter who is both an attorney and a civil engineer has authored numerous articles and book chapters on construction law. Mr. Richter was promoted to President and COO after serving as President of Hill's Project Management Group for three years. Prior to that he was Hill's Senior Vice President and General Counsel from 1999 to 2001 and Vice President and General Counsel from 1995 to 1999. During that time he managed Hill's Legal Department where he was directly responsible for contract review and negotiation litigation management mergers and acquisitions insurance and risk management regulatory compliance corporate administration human resources and information technology. Mr. Richter is also a member of Hill's Board of Directors. Prior to joining Hill Mr. Richter was an attorney with the New York City law firm of Weil Gotshal & Manges LLP.
Mr. Richter is a member of the Board of Directors of the Construction Management Association of America and a member of the Young Presidents' Organization. He has been admitted to practice law by the bars of New York New Jersey the U.S. District Court for the District of New Jersey and the U.S. Supreme Court.
Mr. Richter has been named to "40 Under 40" lists of distinguished young professionals by Building Design & Construction magazine (2006) the Philadelphia Business Journal (2005) and Business News New Jersey magazine (2002). In 2003 he was selected as a prestigious David Rockefeller Fellow by the Partnership for New York City.
Mr. Richter earned his B.S. in Management his B.S.E. in Civil Engineering and his J.D. from the University of Pennsylvania. During law school he was senior editor of the University of Pennsylvania Journal of International Business Law. |
