PROFESSIONAL EXPERIENCE
Mr. Brewer brings more than 20 years of professional experience in management, environmental investigations, and remediation projects. Prior to joining SCS, he served as regional manager for the Kansas City area office of a national environmental consulting firm. Representative projects include:
Site Assessments--Performed Site Assessments at multiple sites in Kansas for the KDHE Storage Tank Trust Fund. Assessments were performed for QuikTrip, Kwik Shop, Rex’s Tire, Dillon’s Stores, Casey’s General Stores, Total, Texaco and numerous municipalities and local governments.
Site Investigations--Performed Site Investigations at sites located in Wichita and Valley Center, Kansas for the KDHE Storage Tank Trust Fund. Investigations performed for the City’s of Wichita and Valley Center.
Corrective Action Plan Design--Performed remedial design activities at Farmers Union Coop, Ellinwood Tank Service, Rex’s Tire and two Presto gasoline stations for the KDHE Storage Tank Trust Fund.
Remediation System Installation--Provided Project Management for the installation of air sparge/SVE remediation system’s at the Joe’s Fina, Pop N’ Shop, Southwest Oil and Sylvia Coop sites for the KDHE. Provided engineering review of the design, remedial equipment purchase, installation, and twenty-four months of O & M and sampling associated with system operation.
HVME Remediation--Performed High Volume Extraction of liquid and vapor phase hydrocarbons at 27 sites through out the State of Kansas.
Remediation System Installations--Provided Project Management of the installation of groundwater pump and treat and SVE remediation systems at the City of Kansas City, Missouri Water Services Dept. maintenance facility and wastewater treatment facility in Kansas City. Provided engineering review of the designs, remedial equipment purchase, installation, and twenty-four months of O & M and sampling associated with system operations.
New Health Facility --Provided a preliminary contamination assessment of suspected environmental contamination within a two-block area consisting of residential and commercial properties. Investigated the potential contamination from a hazardous waste storage facility and areas of fill soil and debris. Conducted demolition asbestos surveys of all structures. Designed an overall remediation and abatement program and managed the entire mitigation and demolition project.
Norfolk Southern --Provided Project Management for numerous remediation and disposal projects related to a railroad fueling and maintenance facility.
Blue Parkway Expansion --Provided environmental site assessments (ESAs) for eleven properties to be acquired for the expansion of Blue Parkway and Swope Parkway. Conducted phase II assessments of suspect properties to identify hydrocarbons, VOCs, and metals.
Municipal Farm --Characterized and provided remediation and disposal of 132 drums of various hazardous wastes, including rodencides discovered in a deteriorated storage area.
New Jazz Hall of Fame Site --Designed and implemented a site remediation project including the removal of three UST’s and the excavation and disposal of 1,400 cubic yards of contaminated soil.
Richards-Gebaur Airport --Performed hazardous waste assessment, remediation, and disposal activities. Provided remediation of PCB contaminated water, concrete, and soils from runway lighting vaults. Performed a RCRA compliance audit and storm water permit sampling for entire complex. Served on the BRAC Committee providing environmental oversight for base closure activities.
Kansas City International Airport --Conducted a phase I and phase II contamination assessment. Designed and implemented a UST removal and remedial design program to address contaminated soil at the facility. Other activities included RCRA compliance audits, hazardous waste remediation and disposal services, and decommissioning of a former sewage treatment plant.
Kansas City Union Station --Conducted a comprehensive phase II hazardous waste assessment of this 80-year-old landmark train facility. Performed remediation of hazardous and non-hazardous materials found in the facility.
Former Sinclair Refinery --Provided Project Management of a facility cleaning project at the Former Sinclair Refinery in Kansas City, Kansas. The project was in response to a consent order issued by EPA and KDHE to Sinclair and associated parties regarding existing contamination found in the soils and groundwater at the facility.
AlliedSignal Aerospace --Provided Project Management for the removal of three underground storage tanks from the test cell area located under Building 87 at the U.S. Department of Energy Kansas City Plant. Project requirements included pumping tanks and vaults dry, vacuuming all sand backfill from around tanks, cutting tanks into sections for removal and filling remaining vaults with concrete grout. |
