David D. Rines is a partner in the law firm of McDermott Will & Emery LLP based in the Firm's Washington, D.C. office. As a member of the Firm's Telecommunications Group, his practice focuses on regulatory, policy, and commercial issues for wireline and wireless communications services, including commercial and private mobile radio services, internet and broadband access services, fixed wireless, and wireline telephony services.
Prior to joining the Firm, David spent four years in private practice in the areas of telecommunications and international law, advising clients on international and U.S. regulatory and competition matters in telecommunications and other regulated sectors. The scope of his practice includes regulatory, policy, and legislative matters, licensing, market entry and competition, internet, new and emerging technologies, mergers and asset transfers, communications infrastructure, and spectrum issues. David also advises and assists clients in the review, negotiation, and preparation of commercial agreements for communications and communications-related services and has advised clients regarding foreign market entry, international trade matters and U.S. export laws and regulations.
David has prepared client filings and participated in proceedings before government agencies including the Federal Communications Commission, the Office of the United States Trade Representative, the U.S. Department of Commerce and state public utility commissions, as well as before the European Commission and regulatory and competition authorities in several foreign jurisdictions.
Prior to law school, David served in the U.S. Army, with assignments to Tenth Special Forces Group (Airborne) and to the Defense Attaché Office at the U.S. Embassy in Kyiv, Ukraine.
David is admitted to practice in Washington, D.C. and Maryland.

Pole Attachments - Represent an electric utility in a complex, multi-million dollar administrative litigation proceeding addressing mandatory access and safety and engineering standards for utility infrastructure
Tower Siting - Represent a wireless carrier in an appeal involving access to federal land for the construction of communications site; Advise clients on commercial leases for access to towers and communications infrastructure
Spectrum Access - Advise and assist clients in obtaining spectrum through licensing, spectrum leasing, or auction for commercial and private network services and operations
Mergers and Acquisitions - Advise and assist clients with regulatory issues involving mergers and acquisitions of communications companies and entities with communications interests and assets, including the assignment of contracts and service agreements and obtaining regulatory approval for license transfers and foreign ownership interests
International - Advised and assisted clients with entry into foreign telecommunications markets; Participated in rulemaking proceedings, consultations, and individual matters before the European Commission and national regulatory authorities in Europe and the Asia-Pacific region
