With over 20 years' experience in the power and networked industries, Daniel Violette is a recognized industry leader in the development of effective market strategies, the use of quantitative methods to support utility decisions and providing executive-level management consulting. Dr. Violette most recently managed the retail strategy practice at PHB Hagler Bailly Consulting. One of the founders of Hagler Bailly, he led the firm's utility practice for over a decade holding the positions of senior vice president and director. Dr. Violette has also held SVP positions with Electronic Data Solutions (EDS Management Consultants) and XENERGY, where he managed operations in five offices and led a national consulting practice focused on retail markets. Some of Dr. Violette's recent consulting assignments include: New England IOU: Investigated the benefits and costs of demand response programs that might be offered by the utility to its customers. A portfolio of DR offerings was developed and synergies between energy efficiency offerings and internal risk management functions were addressed. California Utility: Currently performing an evaluation of two innovative mass market demand response programs including verifying the magnitude of load response and the market potential for the programs. One of North America's largest electric utilities: Helped define the corporate mission, retail service offerings, target markets and alliance strategies for regional and national competition. Regulated Distribution Company of a Restructured Utility in the Midwest: Developed ways to generate and expand revenue, which included several innovative approaches to customer service offerings and customer management. Retail Market Design Committee for Ontario: Serving as co-chair of this committee. Also co-authored the report to the Ontario legislature on retail market rules for creating a competitive market for electricity. Report also included an impact assessment on public power entities in the region. Group of Investor-owned Utilities: Consulting assignment involved defining and assessing market plays (i.e., strategic options) in competitive retail electricity markets. Work involved scanning market opportunities and developing detailed business cases for four selected market plays. Results were presented to the CEOs of the utilities and involved working directly with the presidents, division vice presidents and strategic planning departments of each utility. Major U.S. Energy Supply Company: Assessed possible strategies to bid for utilities outsourcing standard offer services. Four utility service territories were analyzed and a customer-switching model was developed to assess benefits and risks associated with portfolios of wholesale contracts designed to meet the needs of standard offer services. Major U.S. IOU: Researched and wrote two white papers for the strategic planning department of a major IOU for use at its annual planning sessions. The papers assessed the feasibility of creating a retailing organization to market electricity and related products and services in the emerging retail markets. One paper examined points of market entry; the other characterized the approaches being taken by current market players in retail markets. U.S. Distribution Company and Retail Affiliate: Applied "real options" in assessing market strategies in a restructured environment. Strategic options were identified and assessed using portfolio theory and quantifying the option value associated with various decisions. A key focus of the study involved assessing the value of maintaining flexibility in an uncertain environment. Mid-Continent Area Power Pool (MAPP): Developed a business and growth plan for operating in a newly competitive regulatory environment. This project involved an assessment of products and services provided by the power pool, and how they were likely to evolve as the region restructured. In addition a study was made of possible, alternative futures for MAPP including transitioning to an ISO, supporting a supra-regional ISO and merging with neighboring reliability regions. Position Paper: Wrote a regulatory position paper on the recovery of negative stranded costs in states undergoing electric restructuring. In-Depth Study: Conducted a study examining the merits of building generation at load centers to ameliorate transmission constraints versus expanding transmission capacity in the region. The study was filed with the state PUC and supported the utilities' requests for a capacity bidding and distributed generation program. Dr. Violette served a two-year term as vice chair of the Peak Load Management Alliance, a national association comprised of energy providers and large consumers. He served three elected terms as president of the Association of Energy Services Professionals (AESP) and currently guides the direction of the Association as a board member. Dr. Violette has also chaired and served as the program director for the AESP executive management conference - Today's Actions for a Competitive Tomorrow workshop - for the past four years. Dr. Violette's work has appeared in journals and books, and he is a frequent conference presenter and workshop leader. He has served on state and regional collaborative and advisory panels, and he has provided expert witness testimony in over a dozen states' cost-of-service, pricing, planning and restructuring issues. Dr. Violette received his Ph.D. in Economics from the University of Colorado with fields in industrial organization and quantitative methods. He was awarded "highest distinction" honors in both fields and was named a "Regents Fellow." |
