Biography
Cynthia C. Smiley is a partner in Kelly Hart & Hallman’s Environmental and Administrative Law practice group. With more than 25 years of experience, Ms. Smiley focuses her current practice on counseling clients on federal, state, and local laws relating to water and waste issues. She represents individuals, corporations, and other business entities before the Texas Commission on Environmental Quality and other agencies in matters involving water rights, water quality, underground storage tanks, waste characterization and management, municipal setting designations, and other environmental and administrative law matters. Ms. Smiley also assists clients in matters before the U.S. Environmental Protection Agency, the U.S. Army Corps of Engineers, and the U.S. Fish and Wildlife Service. In addition, Ms. Smiley works with environmental consultants and clients who are evaluating potential environmental liabilities associated with property ownership, acquisition, and disposition.
Ms. Smiley’s prior experience in environmental and land use law includes review of federal environmental impact statements and other matters associated with oil and gas exploration and production. She was the rules coordinator in the legal division of the Texas Department of Water Resources and its successor agency, the Texas Water Commission. Her agency experience involved water rights and solid and hazardous waste issues, including permitting and enforcement actions, rulemaking, interagency agreements, and hazardous waste program authorization. Having received both her undergraduate and law school degrees at the University of Texas at Austin, Ms. Smiley continues to be a fan of "The University." Cindy and her husband, Scott, have a son and a daughter. Apart from the enjoyment of practicing law, Cindy volunteers in Girl Scouting and in the community, and she enjoys the fiction of John Grisham and Janet Evanovich.
