Mr. Marks has 47 years of experience in the civil engineering field specializing in the highway and railroad industry starting as an Assistant Engineer. He was promoted to Roadmaster for the Chicago Great Western Railway Co. (CGW) at Rochester, Minnesota, then to Bridge Engineer of System. He left the railroad as a result of the impending merger with the CNW Railroad. Mr. Marks became Vice President of The Standard Engineering Corporation and President of The Standard Bridge Corporation. Special Project Experience (As Bridge Engineer of the CGW): In charge of all bridges and buildings, including design and construction, on the 1500 mile railroad in Minnesota, Iowa, Missouri and Nebraska; also yards, trucks and terminal facilities. Designed and supervised construction of locomotive facilities for CGW in Clarion, Iowa and Hayfield, Minnesota. Engineering Experience: Expert witness on various engineering projects for the I.C.C. and many boroughs, towns, cities and counties in New York and New Jersey. Railroad bridge inspections in New York and New Jersey per Federal Railway Administration. Annual bridge inspections for the New York, Susquehanna & Western Railway, (NYS&W), Toledo, Peoria & Western Railway and the Batten Kill Railroad Co., Inc. Designed and supervised for the NYS&W, the construction of 36 bridges during the complete rehabilitation of 25 miles of railroad from Butler to Sparta, New Jersey. This railroad had been embargoed to rail traffic for almost 30 years and was in compete disarray. Designed the Campbell Hall, New York connector between the CONRAIL Southern Tier mainline and the Hudson Secondary for passage of NYS&W trains. Designed and constructed the clearance improvements on the Southern Tier (CONRAIL) required to get 20'8" vertical to allow Intermodal trains from Buffalo, New York to Jersey City, New Jersey. Design and construct a Locomotive and Car Shop at Utica, New York for the NYS&W. This facility contains a railroad locomotive washing facility, a three (3) tier service pit, a wheel changing pit, and a twelve (12) locomotive storage capacity. Permit, design and supervise construction of a double stack intermodal terminal and automobile terminal at North Bergen, New Jersey for Landbridge Terminals and serviced by the NYS&W. Permit, design and supervise construction of rail bulk-unloading terminals for bulk syrups, plastics, lumber, and chemicals at Oakland, Saddlebrook, North Bergen and Riverdale, New Jersey. Project manager for the permitting and design of a $9 million expansion of CSX Intermodal Terminal in Ridgefield, New Jersey. Project Engineer for permitting, design and construction supervision of a five (5) acre Auto Storage Facility in Secaucus, New Jersey for the NYS&W. Designed and permitted a concrete maintenance pad w/containment, oil separator and storm sewer connection for CSX Intermodal in Ridgefield, New Jersey. Designed, permitted and supervised construction of the rehabilitation of 11 miles of the Batten Kill Railroad track between Salem, and Cambridge, New York. Designed and supervised the construction of two (2) industry spurs for railway locomotives and passenger cars for Super Steel Schenectady, Inc. in Scotia, New York. Professional services as required for Conrail, and subsequently in the northeastern region CSXT, consisting principally of review of proposed construction projects on clients right-of-way. Design and supervise construction of fueling facilities including containment and oil water separation as well as O&M Manual with SPCC Plan for NYS&W at Binghamton, New York (2001). Design of 2 mile industrial railroad spur and 4 track yard for SuitKote @ Cortland, N.Y. (2000). Design and supervise construction of CONTECH Underpass for maintenance vehicles and golf carts (12 ½ x 11' w) beneath NYS&W Railway for Sussex National Development Corporation. Design & Supervise construction of two (2) track industry spur with unloading pit for IL Richer, Sangerfield, NY. Design & Supervise construction of C&D Trans-loading Facility with track for Rail Tech Recycling at Secaucus, NJ. Design of Bridge #8.77 for NYS&W Railway at Ridgefield, NJ. Design of two (2) track industrial spur to serve BOC Group for unloading CO2 gas at Sparta, NJ. Design & Supervise construction of large industrial track and facility for the loading of contaminated soils at North Bergen, NJ. Construction Experience: As President of The Standard Bridge Corporation, supervised a heavy construction company. During that period built and/or rehabilitated 1109 highway bridges in New York primarily for cities, towns and counties. From 1975-1985 Standard constructed 66 bridges for the Southern Railway, the Norfolk and Western Railway and The Norfolk Southern Railway in Kentucky, Tennessee, Georgia, North Carolina, Illinois, Indiana and South Carolina. In 1985 Standard concentrated efforts in the Northeast working for the Delaware and Hudson Railway and the New York, Susquehanna and Western Railway.
