Claudia K. Powers Partner Claudia Powers’ practice is focused on environmental law. Her clients include international chemical and industrial gases corporations, light and heavy manufacturing industries, solid and municipal waste companies, a shipyard, forest and agricultural product firms, and utility companies. She chairs Ater Wynne's Environmental Practice. She has extensive experience with environmental liability issues related to state and federal cleanups, real property development and transfers, business mergers and acquisitions, hazardous substance spill emergencies, regulated tank ownership and operation, NEPA requirements for facility siting, and operational compliance and permitting under RCRA, TSCA, FIFRA, CAA, and CWA. Claudia is a skilled negotiator with broad problem-solving experience. She has negotiated a variety of transactions and a number of complex cost allocation agreements. She headed the environmental strategy team in one of the region’s most unusual bankruptcy cases involving environmental liability. Her background includes managing the competing legal interests between natural resource allocation and use. She chaired the Oregon Department of Environmental Quality's Remedial Action and Cleanup Licensing and Certification Advisory Committee for underground storage and heating oil tanks.
