Chris Frahm Biography :

Ms. Frahm is a Shareholder in the San Diego and Sacramento offices of Brownstein Hyatt Farber Schreck. A member of the Government Relations and Natural Resources groups, Ms. Frahm’s legal practice emphasizes the coordination and strategic engagement of lobbying services at the state and local level to support client efforts to secure new water supplies or better manage existing supplies. Ms. Frahm serves as special counsel and provides lobbying services for municipalities, utilities, private corporations, districts and public agencies on water supply and infrastructure development projects, transportation, air quality and other infrastructure-related issues. Prior to joining the firm, Ms. Frahm served as the Chairwoman of the Board of the San Diego County Water Authority, where she represented the City of San Diego for more than a decade. During that time she also served as Chairwoman of the Water Policy, Finance and Imported Water Committees. She also represented the San Diego region on the Board of Directors of the Metropolitan Water District of Southern California, serving the more than 18 million residents of Southern California. While there, she served as Vice-Chairwoman of the Board, Chairwoman of the Water Policy and Audit Committees, and, Vice-Chairwoman of the Engineering and Operations Committee. Ms. Frahm’s experience includes sophisticated strategic planning, transactional counseling, negotiation and lobbying efforts on significant water-related and other infrastructure issues. Among many other transactions, Ms. Frahm was a principal architect of the historic San Diego-IID water conservation and transfer agreement, which ultimately became the foundation of California’s Quantification Settlement Agreement and 4.4 Plan. That Agreement also included a water Exchange Agreement with the Metropolitan Water District of Southern California, and, $235 million state funding of Colorado River works. Recently, she has been a key participant in a Framework resolution of longstanding controversies over groundwater management in the Central and West Basin areas of Los Angeles. Navigating the institutional and political challenges to the development of water supplies and water-related infrastructure on behalf of her clients, Ms. Frahm works closely with key leaders and decision-makers in California water law, legislative and policy arenas, providing sound water management and public policy planning solutions to meet the state’s water supply reliability and other infrastructure needs.
