Chuck Trigger is a Senior Consultant with Suss Consulting. Prior to joining Suss Consulting, Mr. Trigger served as the Requirements and Plans Department Head for the Naval Computer and Telecommunications Command (NCTC) through July 1, 2000. The Department has a staff of 42 military and civilian employees providing the oversight, fiscal and technical accountability for all aspects of the assigned portions of the Navy ashore telecommunications architecture. He previously served at NCTC in various capacities as the Base Level Communications Business Area Manager providing management oversight to 100 worldwide Navy Base Communications Offices (BCO) serving 500,000 Navy telephone system customers. This included serving as the Code N43, Base Communications Division managing a staff of 29 Headquarters personnel and indirectly managed assigned assets under the command's three regions. He implemented a program to consolidate the Navy BCO assets under one Navy command. He began with 12 BCO's in 1990 and increased the total to 73 BCO's as command assets by 1999. This function was incorporated under the above Requirements and Plans Department during 1996.

Previously, he served at the Naval Data Automation Command (NAVDAC). There he headed the Data Communications Architecture and Plans Division with a staff of eight. He provided architecture and planning support to the assigned six regional Navy Automatic Data Processing Centers. He also directed the development of the Base Information Transfer System (BITS) architecture whose concepts were ultimately implemented by the Navy during the 1990's.

Prior to joining the Navy, he retired from the Air Force where he served as a specialist in communications and computers.
