Catherine Elkins, PhD, is a senior monitoring and evaluation (M&E) expert for the International Development Group at RTI. She has more than 10 years' experience in M&E for technical direction, strategic leadership, and quality management, building on more than a decade of work in political and economic analysis, international diplomacy, and development. She has served as director of M&E for two global/flagship USAID projects, as director of the Research and Evaluation Office for JHPIEGO, and as senior research/technical advisor for MEASURE Evaluation. She has managed and implemented country and regional activities, providing M&E strategic direction, technical assistance, and capacity-building in HIV/AIDS and other infectious diseases; maternal, newborn, and child health; reproductive health and family planning; and education and governance development interventions. She has directly led M&E activities, working with program partnerships, USAID Missions, independent organizations, and host government partners and other stakeholders to provide development assistance in Asia and Africa. |
