Carl W. Breeding Carl is a member of the firm's Regulatory and Administrative Practice Group and the Governmental Affairs Team Chair. His practice focuses on environmental law and government relations. Along with representing business and industry on environmental and natural resource issues, Carl is a registered legislative agent and executive branch lobbyist.
