Dr. Carl Danner focuses on public policy and the telecommunications and energy industries, with a practice emphasizing transitions from regulated monopoly to competition, price caps and incentive regulation, governmental approval of industry mergers and restructurings, pricing reform, strategic approaches to federal and state utility oversight, and legislative regulatory reform initiatives. Dr. Danner and his colleagues also specialize in sounding board advice, which offers confidential assessments to clients from the perspective of former senior government decision makers -- before client positions must be laid out in public regulatory or legislative arenas, or as a check on other advice or information senior management may receive. Dr. Danner was formerly advisor and chief of staff to California Public Utilities Commissioner and Commission President G. Mitchell Wilk, where he played a central role in initiating successful regulatory reform efforts from within government. He joined LECG in 1999, following nearly a decade of consulting experience with Wilk & Associates, Inc.
Dr. Danner holds a masters and PhD in public policy from Harvard University's Kennedy School of Government, and an AB from Stanford University in economics and political science. He has taught and guest-lectured on regulatory policy, economics, and public policy, and his publications include articles and expert testimony on related issues affecting the telecommunications, energy, and postal industries. Dr. Danner also regularly represented the California Public Utilities Commission (CPUC) with the media, and has been a frequent speaker at industry forums and conferences. Among others, Dr. Danner has consulted to major telecommunications companies, electricity and gas utilities, natural gas pipelines, state, county and local governments, cellular telephone companies, prominent law firms, and the United States Postal Service. |
