Calvin P. Johnson is Legislative Director in the law firm of McDermott Will & Emery LLP based in the Washington, D.C. office. He is a member of the Government Strategies Practice Group, where he focuses his practice on health law and employee benefits issues, with particular emphasis on managed care, Medicare reimbursement and ERISA.
For more than 20 years, Calvin has had an active practice in health policy and law, benefits, and legislative matters. Prior to joining McDermott, Will & Emery, he was a legislative representative for the American Federation of Labor & Congress of Industrial Organizations (AFL-CIO) in Washington. While with the AFL-CIO, he chaired their legislative task forces on health and employee benefit issues, public and federal employee issues, job training and education, privatization and welfare. The focus of the respective task forces was to coordinate labor’s effort while developing, where possible, coalitions with other interested groups. In that capacity, he was responsible for those health and pension issues affecting multi-employer (Taft-Hartley) plans, Federal Employees Health Benefit Plan (FEHBP), the Civil system Retirement System and state and local health benefit and pension programs.
Calvin also served previously as Washington Counsel for the Health Insurance Association of America, representing the organization before Congress on issues affecting the health insurance industry. He had particular involvement in such areas as national health insurance, health manpower, professional standards review organizations, hospital cost containment, ERISA, and health maintenance organizations. Calvin also worked as a legislative consultant for the Washington-based American Association of Health Plans, formerly known as Group Health Association of America.
In the public service sector, Calvin was a senior legislative assistant to U.S. Senator Richard S. Schweiker (R-PA) in 1975-1976. Among other duties, Calvin was responsible for the development and implementation of the Senator’s legislative program. From 1973 to 1975, Calvin was counsel for now-U.S. Senator Kit Bond (R-MO) when he was Governor of Missouri. He advised the Governor on urban affairs issues.
Calvin also served as House Counsel for the St. Louis, MO Board of Education. As advisor to the Superintendent of Schools, he counseled on board/teacher relations and financing of public education. He has also served as a member of the Competitiveness Council of Washington, D.C., advising the Mayor and City Administrator on effective management techniques and labor relations with District Government employees.
Calvin has been a lecturer in law at the National Law Center of George Washington University, where he taught courses in disability problems and health delivery systems. He was a member of the Board of Visitors of Stanford University Law School and the Board of Directors of the National Health Lawyers Association. He is listed in Who’s Who in Black America.
