Caleb Sullivan is an attorney in the Firm's International Business, Trade & Customs Law Practice Group. His practice is focused on advising clients regarding international trade matters, customs rules and procedures for the importation and exportation of goods to and from the United States, and trade-related litigation. Mr. Sullivan has extensive experience in the representation of clients in unfair trade proceedings, including antidumping and countervailing duty investigations, initiated in the United States and Mexico. In this capacity, he has appeared before the U.S. Department of Commerce, the U.S. International Trade Commission, and Mexico’s Secretaria de Economia (formerly SECOFI). Mr. Sullivan has counseled clients from a wide variety of industries regarding customs related matters, including tariff classification and valuation issues, country of origin analyses, liquidated damages claims, payment of antidumping duties, and compliance with the rules and procedures of programs including C-TPAT (Customs - Trade Partnership Against Terrorism) and CSI (Container Security Initiative). He has interacted regularly with various Federal agencies including U.S. Customs and Border Protection (CBP), and U.S. Immigration and Customs Enforcement (ICE). Mr. Sullivan has advised clients on international trade and investment issues arising under the laws and regulations of the United States, and international agreements such as the NAFTA and the DR-CAFTA. During the course of Mr. Sullivan’s academic training at Columbia University, he interned with the Office of the Coordination of Humanitarian Affairs at the United Nations Secretariat and with the Political Affairs Section of the Department of State at the U.S. Embassy in Mexico City. Mr. Sullivan is fluent in Spanish. |
