Mr. Hallock is a Nielsen Wurster Senior Associate and Southeast Regional Manager. Mr. Hallock has over 35 years of experience in construction management, contract administration, project controls, dispute resolution, management consulting, risk management and engineering management worldwide. He has expertise in developing systems, processes and infrastructure which ensures projects are completed safely, on time and within budget. Mr. Hallock has extensive experience in consulting with private and public entities throughout the transportation, process, oil and gas, power and building industries.
As a part of Nielsen-Wurster’s Dispute Resolution Division, Mr. Hallock provides claims analysis and dispute resolution services, litigation support and expert testimony for Owners, Contractors and Developers. He leads and executes analyses involving issues of schedule delay, design, change order, cost impact, scope change, causation and responsibility. Mr. Hallock has sizeable experience as an expert witness and has testified and given depositions on a diverse variety of engagements.
Mr. Hallock’s experience with Nielsen-Wurster, as the Engagement Manager on numerous projects in the transportation and infrastructure industries, includes the development of schedule delay analysis, entitlement and damages. He also provides expert testimony and litigation support to clients in the preparation of technical and entitlement reviews and forensic schedule analysis of construction disputes.
Prior to joining Nielsen-Wurster, Mr. Hallock served as Claims Manager with Dade Aviation Consultants. There he was responsible for the analysis and resolution of over fifty-two claims totaling in excess of $60 million on the Miami International Airport $6.2 billon Capital Improvement Program.
Mr. Hallock was also employed as the Commercial Manager for Global Crossing Inc. with management responsibility for commercial activities related to the terrestrial fiber optic construction contracts. He developed and implemented project controls for capital budgets in excess of $3 billion annually.
During his previous employment with one of the country’s leading consultancies, he provided expert testimony and litigation support to clients in the preparation of technical and entitlement reviews and forensic schedule analyses for over fifty multimillion-dollar construction disputes. He facilitated partnering workshops for major infrastructure projects and conducted Dispute Resolution, Risk Management, and Safety Reviews for the Blue and Red Lines of the Los Angeles County Metropolitan Transportation Authority.
In his professional career, Mr. Hallock has worked as a Claims Manager, Project Manager, Commercial Manager and Engagement Manager with leading consultancies, constructors and owners. In these positions, he provided management consulting, risk management, dispute resolution, contract administration, scheduling, construction and project management, training, cost engineering, project estimating and claims negotiations to various clients.
His experience includes employment with Wagner Hohnes Ingles, Wright Schuchart Harbor Co., Kellogg Corp. (acquired by Peterson Consulting), Bechtel Group, Inc., Global Crossing, Lucent Technologies International Inc. and Fluor Engineers and Contractors. |
