Bruce Foster is senior vice president of Regulatory Affairs for Southern California Edison (SCE), Edison International's utility subsidiary, representing the company before the California Public Utilities Commission and the California Energy Commission, coordinating and assisting in development of company policy regarding all matters before both of these commissions.
Foster joined SCE as a conservation/load management consultant in 1978. Later he served as regulatory case manager, where he directed and coordinated the company's regulatory proceedings before state and federal regulatory agencies and recommended policy positions for the organization. In 1986, he became Edison's deputy director of Federal Affairs, representing the company before the U.S. Congress, Executive Branch agencies and the Federal Energy Regulatory Commission (FERC).
In 1990, he became vice president of Washington Affairs at New England Electric System. He returned to Edison in 1992 to accept his current position.
In addition to holding executive posts in the electric utility industry, Foster also was a clerk in the U.S. House of Representatives Office of Records and Registration and a lead auditor with the Federal Election Commission.
Foster earned his B.A. in international studies and comparative politics from the University of South Carolina. He also completed graduate work at the University of Indiana and the University of New Mexico. |
