Brent Barkett Biography :

Mr. Barkett is a Principal at Summit Blue Consulting. He has nearly ten years' experience in the utility and energy industries. Since joining Summit Blue, Mr. Barkett has examined the cost-effectiveness and energy savings and demand reductions associated with various energy efficiency and demand response programs. Many of these projects have involved detailed evaluations of program theory and market transformation efforts via the development and assessment of market and program progress indicators. Mr. Barkett has successfully managed numerous projects during his tenure ranging from short-duration, targeted demand-side management (DSM) studies to multi-year, large-scale evaluations of DSM program portfolios. For the past five years Mr. Barkett has served as the Chair of the Association of Energy Services Professionals' Pricing and Demand Response Topic Committee, a position that provides regular access to projects and individuals at the forefront of pricing and demand response program development and evaluation efforts. Mr. Barkett earned a MA in Geography from the University of Colorado and a BA in Geography (Phi Beta Kappa) from Stetson University. Recent project assignments include: Performing market characterization, market assessment, and causality evaluations of NYSERDA's New York Energy $martSM portfolio of residential, commercial, and industrial energy efficiency and demand response programs. Primary work areas include characterizing energy markets and providing the background information required to define programs, delivery concepts, target markets, and potential for different types of programs; tracking changes in markets with a specific focus on market indicators that might be impacted by program offers; and identifying the impacts of the program interventions beyond what would have happened without the program. Conducting process and impact evaluations of APS'2005 - 2007 portfolio of residential and non-residential DSM programs. The evaluations will involve multiple components including an integrated data collection framework supplemented by telephone and on-site data collection efforts, the development of gross and net program impacts, an appraisal of program effectiveness and participant and market actor satisfaction with the programs, and an assessment of program-specific and portfolio level cost-effectiveness. Developing a situational analysis of DSM options in the Commonwealth of Virginia. The project involved working with the Piedmont Environmental Council, Bracewell and Giuliani, and Merrill Energy to evaluate supply- and demand-side solutions to the Commonwealth's emerging energy needs. In particular, the evaluation of demand-side solutions, which was headed by Summit Blue, involved summarizing the economics associated with DSM and discussing DSM achievements to date in select jurisdictions, developing conservative estimates of DSM benefits that Virginia can reasonably be expected to gain from implementing select DSM programs, and presenting a DSM Action Agenda to assist regulators and other stakeholders in considering DSM deployment strategies. Completing a survey and evaluation of economically and technically feasible DSM technologies for the City of Mesa Utilities Department. The primary objectives of the study included surveying existing DSM technologies and conducting economic and technical potential analyses of selected technologies specifically applicable to Mesa's electric service area; identifying and quantifying, by customer class, those DSM technologies that have the highest potential of providing peak demand reduction/shifting and/or energy use savings including cost-effectiveness analyses; and recommending candidate technologies for incorporation into Mesa's IRP process and developing program costs and evaluation metrics by which to measure implementation success. Summit Blue was recently awarded a follow-on contract to develop cost-effective DSM programs based on the results of this effort. Conducting cost-effectiveness, impact, and process evaluations of Xcel Energy's portfolio of residential, commercial, and industrial energy efficiency and demand response programs operating in Colorado. Program cost-effectiveness was computed using the four standard benefit-cost tests including the Total Resource Cost test; the impact analysis employed calibrated engineering methods based upon tracking system data, individual project files, and M&V data; and process and satisfaction issues were addressed with integrated, cross-program survey instruments and samples. Assisting Sustainable Energy Ireland (SEI) in evaluating progress made to date on the Demand-Side Management Options for Ireland project. Mr. Barkett served as an independent third-party reviewer of interim reports presenting results from the three primary project tasks: 1) identification of national DSM potential, 2) assessment of international DSM programs, and 3) recommendation of DSM programs for Ireland.
