Bernie has over 20 years of experience that includes work on contracts from federal agencies as diverse as NIH NSF CDC DoED FDA CMS HRSA and Veterans Affairs. He has also consulted to academic medical centers in the United States and Canada and has broad experience with not-for-profit organizations pharmaceutical companies medical device manufacturers managed care organizations hospitals and physician group practices.
Professional Experience
Prior to joining Huron Bernie was a senior leader of Booz Allen Hamilton's healthcare team serving DHHS. He has also served as a leader of the consulting practices at Ernst & Young LLP and APM Inc.
Representative examples of Bernie's engagement experience include:
Led a team of research administrators at a prestigious research university through a conversion to a new organization structure based on the award life cycle (pre- and post-award).
Worked on integrated proposal teams for NIH-sponsored contracts in support of the National Children's Study (NICHD and EPA) and the Cancer Bio-informatics Grid (NCI) and for many other projects with operating divisions of the Department of Health and Human Services.
Designed the conceptual approach and management plan for a proposal to CDC and HRSA for a five-year program to bring anti-retroviral therapy to persons with HIV/AIDS in 12 African countries. The proposal resulted in over $325 M in federal support.
Designed and facilitated a strategic game simulating the effect of HIV/AIDS on the public health and economy of a major developing nation (India). The event involved over 200 participants representing U.S. and Indian corporations; national state and local governments; non-governmental organizations working in the field; and international donor agencies.
Led a project to help a mid-size research university implement a total re-organization of its sponsored programs division centralizing all research and compliance functions under one vice president.
Assisted the research administration office of a major children's hospital to stabilize staffing in a period of high turnover and to initiate a program of customer outreach at the same time.
Led numerous enterprise-wide performance improvement projects for integrated healthcare delivery systems in the US and Canada resulting in enhanced market positioning improved quality and significantly leaner cost structures.
Assisted integrated healthcare systems to rationalize their supply chain strategies resulting in greater value from strategic sourcing improved inventory management greater leverage from standardized supplies and better use of IT infrastructure.
Facilitated a World Bank sponsored conference resulting in decentralized models of health sector reform in Venezuela.
Facilitated the conduct of the first public-private "war-game" in the area of bio-terrorism preparedness and response. The game simulated an attack using a biological agent in two American cities simultaneously.
