Bart is responsible for performance of increasing memberships, provider contracting, government and community relations.
From 1997 to 2004, he was senior vice president of health services and chief medical officer for Regence BlueCross BlueShield of Oregon. Prior to joining the Regence team, he was president and chief executive officer of PacifiCare of Oregon. He also served as a submarine medical officer in the U.S. Navy.
Bart holds a bachelor's degree in science from the University of Mississippi, and his medical degree from the University of Mississippi School of Medicine. He served his internship at Parkland Hospital in Dallas, Texas, and completed his residency in internal medicine at Oregon Health Sciences University.
