Barry Pulliam has been engaged in economic research and consulting for more than 15 years. A major part of his work has focused on economic issues related to the petroleum industry. He has extensive experience in the analysis of markets and prices for domestic and foreign produced crude oil. He also has experience in the analysis of markets, prices and competitive issues involving the refining, distribution and marketing of petroleum products. In addition, Mr. Pulliam has experience in the analysis of U.S. markets for natural gas and natural gas liquids. Mr. Pulliam has consulted with a number of State agencies regarding matters related to the petroleum industry, including agencies in Alaska, California, Hawaii, Louisiana, New Mexico and Texas. In addition, Mr. Pulliam has consulted with the U.S. Department of Justice, The Federal Trade Commission and the Department of Interior on petroleum related issues. Mr. Pulliam has consulted with State and Federal antitrust regulators regarding the potential competitive effects of mergers and acquisitions in the petroleum industry, including Exxon-Mobil, BPAmoco-Arco, Phillips-Tosco, Chevron-Texaco and Valero-UDS. He also has consulted with crude oil producers and refiners. Mr. Pulliam has testified as an economic expert on issues involving crude oil, refined products or natural gas in State and Federal Courts, as well as regulatory proceedings at the Federal Energy Regulatory Commission and the Alaska Public Utilities Commission. Mr. Pulliam also has consulted with Native American groups on the valuation of property and treaty rights.
