Barrett Thornhill focuses his practice as Health Policy Specialist in the firm's Government Strategies and Life Sciences groups.
Prior to joining Foley Hoag, Barrett served as the Director of Federal Government Relations for the Washington, DC-based Biotechnology Industry Organization (BIO). At BIO, Barrett created, managed and led the lobbying efforts in the U.S. Senate, working particularly among Republican members and staff of the Committees on Finance, Health, Education, Labor and Pensions (HELP) and Judiciary. He interacted extensively within Medicare Parts B and D issues, Medicaid reimbursement issues, reauthorization of the Prescription Drug User Fee program and drug safety legislation, follow-on biologics legislation, and patent reform legislation, as well as various agriculture, energy and defense issues.
Barrett has considerable experience on Capitol Hill in relation to life sciences and health care policy issues. As a legislative assistant for U.S. Senator Mike Crapo Barrett directed all facets of the Senator's healthcare policy platform, especially as it related to his position on the Finance Committee with its jurisdiction over Medicare, Medicaid and children's healthcare (S-CHIP). While legislative assistant for Hon. Patrick Toomey, U.S. House of Representatives, Barrett focused on healthcare issues and developed policy positions on medical liability reform, pharmaceutical importation, health insurance reform and provider reimbursement. Barrett served in a similar capacity for the late U.S. Rep. Charlie Norwood and worked extensively on the House Energy and Commerce Health Subcommittee docket and specialized in the 2002 Medicare and Medicaid reform measures, prescription drug reform, medical malpractice insurance reform and pharmaceutical competition issues.
