Arthur Clement is President and co-founder of Clement & Wynn Program Managers. He has 30 years of professional experience on a myriad of capital projects from planning and pre-design through contract negotiations, construction administration, commissioning, and project close-out. Prior to co-founding Clement & Wynn in 1993, he served for two years as Senior Vice president of H. J. Russell & Company and for eight years as President of Russell Program Management. Earlier project/construction management assignments were with DDR International (construction consultants), H. A. De Costa Company (general contractors), Heery International (program managers), and John D.
