Prior to joining the Governor's Executive Staff, Arthur C. Stephens served as Deputy Secretary for Information Technology in the Office of Administration from March 2003 - June 2005. In this position he directed all technology activities for agencies under the Governor’s jurisdiction.
Stephens has over 18 years of experience in working with state government agencies and private sector financial institutions. He has skills in all phases of the systems development life cycle and specializes in IT strategic planning, business process reengineering, large systems development and organizational design projects.
Prior to accepting his position with the Commonwealth, Stephens worked with Deloitte Consulting from July 1997 - February 2003 as a senior manager and principal, and with Andersen Consulting (now Accenture) as a project manager from July 1987 - July 1997.
Stephens holds a Bachelor of Science in Finance from the Pennsylvania State University. He was raised and educated in Pennsylvania and currently resides in Elizabethtown with his wife and three children. |
