Arnold R. Kaplan has significant experience in initial public offerings, municipal bond financings, tender offers, mergers and acquisitions, and various other Federal and state securities matters. Of note:
He has obtained listing for Shughart Thomson & Kilroy in the Bond Buyer's "Red Book" for Bond Counsel and Underwriter's Counsel work.
He is listed as the Colorado Association of Homes and Services for the Aging tax and municipal finance attorney of choice.
Mr. Kaplan advises business entities, including political subdivisions, on how the recently enacted Sarbanes-Oxley Act affects their organizations. In the municipal bond area, he has represented underwriters, borrowers, banks and issuers in almost every kind of municipal bond transaction, from healthcare to housing, including general obligation bonds, revenue bonds, public/private partnerships and letters of credit. He recently completed the municipal bond financing mechanism for a public/private partnership involving annual appropriation sales tax diversion and the creation of a public improvement fee, in order to bring a major shopping center development to the City of Pueblo.
