Dr. Layne-Farrar specializes in antitrust matters where the core issues are at the intersection of intellectual property economics and competition policy. She advises clients on competition, regulatory, and intellectual property issues across a range of industries with a focus on high-tech. Her client list includes some of the largest information technology and communications companies in the world.
Most recently, Dr. Layne-Farrar delivered written testimony to the European Commission in cases focused on market competitiveness within the high tech industry. Her work includes evaluation of both theoretical and quantitative issues arising from antitrust litigation and industrial organization.
Her advisory work for industry leading clients includes: analyzing RAND licensing practices; patent analysis for market definition; empirical research on the costs and benefits of payment instruments within the United States; costs and benefits for legislative proposals covering software security, television ratings, and e-commerce; and the antitrust implications of mergers and acquisitions in a number of industries, including high tech industries like software, telecommunications, and pharmaceuticals, as well as other industries including airlines, manufacturing, and consumer goods.
Dr. Layne-Farrar received her BA in economics with honors, summa cum laude, from Indiana University (Bloomington), her master's and her PhD in economics from the University of Chicago. She has published articles in Antitrust, Global Competition Record, and Regulation Magazine and has numerous publications in academic journals, including Antitrust Law Journal, Harvard Journal of Law and Public Policy, and Journal of Competition Law and Economics. |
