Mr. Hixson is a Chemical Engineer with more than six years of
experience in environmental services, including air permitting, air
dispersion modeling, compliance assistance, compliance auditing, health
risk analysis and compliance training. Much of his experience has been
in electric power generation, oil and gas, chemical processing, and
various manufacturing technologies. Mr. Hixson has particular expertise
with air dispersion modeling, having worked with a variety of modeling
systems, including: CALPUFF, AERMOD, ISCST3, VISCREEN,
PLUVUE-II and SCREEN3.
R E P R E S E N T A T I V E EXP E R IE N C E
Mr. Hixson prepared a federal air quality permit application for El Paso’s
Liquefied Natural Gas (LNG) Terminal on Elba Island, Georgia. The
project doubled LNG storage and export capacity at one of four terminals
of its kind in the United States. For BP Petrochemicals he developed a
thorough Startup, Shutdown, and Malfunction Plan (SSMP) at two
chemical processing plants; the SSMP required a technical analysis of
process flow diagrams, key process operating parameters, and control
device specifications. Mr. Hixson has significant wood products industry
expertise and assisted in the compliance and permitting strategy at more
than ten plywood, medium-density fiberboard (MDF) and particleboard
mills. He performed a health-based risk analysis to de-list an MDF mill
from the Plywood and Composite Wood Products NESHAP program.
Mr. Hixson developed an in-house training program on topics ranging
from dispersion modeling to state permitting strategies. He prepared a
one-day custom training course on state and federal regulations,
permitting, compliance, monitoring, and reporting for managers at two
wood products facilities. He has also conducted more than thirty
dispersion modeling analyses throughout the Southeast using a variety of
modeling systems including: CALPUFF, AERMOD, ISCST3,
VISCREEN, PLUVUE-II and SCREEN3.
At Delta Air Lines in Atlanta, GA, Mr. Hixson designed a monitoring
and compliance database for a Title V Operating Permit with reporting
capabilities to monitor over 200 Departments, and he conducted audits of
Delta’s Technical Operations Center and other regional airports
throughout the United States, verifying compliance with monitoring,
recordkeeping and reporting requirements. He initiated a compliance
program for chemicals regulated under the Aerospace NESHAP
program.
