Mr. Chang joined Hawaiian Electric Company in January of 1985 as director of government relations. In August of 1990 Mr. Chang moved to HEI as managing director of government relations, in April 1991 he became vice president of government relations, and in February 2007 he became vice president of external affairs.
Prior to joining HEI, Mr. Chang served as the director of the State Office of Economic Opportunity, as the director of the State Department of Social Services and Housing, as area manager of the U.S. Department of Housing and Urban Development, and as managing director of the City and County of Honolulu.
Born and raised in Hawaii, Mr. Chang has a bachelor’s degree in education, majoring in mathematics and minoring in physical sciences from Oregon State University, and a master’s degree in social work from the University of Hawaii.
Mr. Chang currently serves on the boards for the Hawaii Medical Service Association, the Pacific Health Research Institute, and the Institute for Human Services, and had served as a member of the State Elections Commission and the City Charter Commission. |
