Andreas Chialtas is a partner in the Cerritos office of Atkinson, Andelson, Loya, Ruud & Romo. Mr. Chialtas practices primarily in the areas of school facilities, land use and management, public works and real property law. He specializes in transactional matters, including lease-leaseback, design-build and traditional school facility construction, school site and property acquisition, disposition of surplus property, and assessment of school facilities fees. Mr. Chialtas advises school districts, community colleges, county offices of education and special districts on land use and public facility issues, including zoning, Civic Center Act and Community Redevelopment Law matters, as well as the negotiation and drafting of construction contracts, purchase and sale agreements, leases, licenses, joint use agreements and school fee mitigation agreements. He has experience in many areas of litigation, including real property, construction and general business litigation. In 2005 and 2006 Mr. Chialtas was named a "Southern California Rising Star" by Southern California Super Lawyers. This peer-based recognition is bestowed upon the top 2.5% of Southern California attorneys within their first ten years of practice and honors such attorneys as being exceptional in their respective fields. While earning his law degree, Mr. Chialtas was a member of the Executive Committee of the Southwestern University Law Review, where he served as Lead Articles Editor.
