Areas of Emphasis and Related Experience. Practice focuses on public law, with an emphasis on urban development and special districts. Mr. Garcia represents numerous governmental entities in public law matters, contract negotiations and preparation, administration of public meetings, and regulatory compliance. He negotiates with local and state governmental units regarding land development. Mr. Garcia also focuses on surface water related projects involving regional water authorities. Mr. Garcia serves as both general counsel and bond counsel for numerous local governments. Education and Professional Background.
